The government has reported on progress on the implementation of the President Decree of May 7, 2012 №599 “About measures on realization of state policy in the field of education” (paragraph 10 of subparagraph “a” of point 1).

In 2014 Council on competitiveness increase of the leading universities of the Russian Federation among the world's leading scientific and educational centers (hereinafter – the Council) has prepared recommendations for continued state support for 14 educational institutions of higher education, which receive state support for the implementation of programs of competitiveness improvement among the world's leading scientific and educational centers (hereinafter – Universities) on the basis of reports of 15 universities.

The Council presented proposals for the allocation of subsidies to be awarded in 2014 from the Federal budget for state support of leading Russian universities in order to increase their competitiveness among the world's leading scientific and educational centers, including the values of the coefficients used to calculate the amount of these subsidies.

The order of the government of the Russian Federation of 16th June 2014 №1053-p approved the allocation of subsidies to universities for 2014.

In the framework of improvement of the system of University management there is a transition to the form of autonomous institutions (13 universities from 14 are autonomous), as well as changes in its statutes, providing appointment of universities principles by the founders from among candidatures submitted by the Supervisory councils of the universities.

Supervisory councils of universities include among others representatives of the leading industrial enterprises and corporations, executive authorities of Federation entities that promote communication between universities and potential national and regional labor markets.

For the first half of 2014 all universities have involved 85 managers with experience of work in leadership positions in leading foreign and Russian universities and research organizations.

Now it is being implemented more than 200 research projects with the assistance of the leading foreign and Russian scientists and (or) together with advanced research organizations, more than 500 research and development projects together with Russian and international high-tech companies.
