President of the Russian Federation Vladimir Putin signed a list of assignments following the results of the meeting with students of the National research nuclear University «MEPhI», held on 22 January 2014.
1. The government of the Russian Federation must submit proposals for the improvement of the scholarship for students studying programmes of higher education, including:
а. the improvement of procedures and conditions for appointment of the state academic (including enhanced) and state social scholarships to students, and also the mechanism of financial support of expenditures for scholarship payment;
б. increasing requirements for students to receive state academic scholarships;
в. determination of student councils rights in decision-making process of the setting of the state social scholarships to students being eligible for state social assistance, and a clarification of a criteria for students ascription to destitute and the order of rendering material assistance;
г. afford students and PhD students whose works contain information of restricted access the right to receive the scholarships of the President of the Russian Federation and scholarships of the Russian Federation Government.

2. The government of the Russian Federation jointly with the State Corporation on atomic energy “Rosatom” and Executive authorities of Russian Federation constituent entities must analyze the state of social services, including public health, of closed administrative-territorial entities, on which territories objects of nuclear industry are placed and to submit proposals for its support and development.

3. The government of the Russian Federation jointly with the Security Council of the Russian Federation must develop and submit proposals for the creation of a new military training system for students of higher education institutions, including military specialty of soldiers and sergeants, taking into account mobilization needs of the Russian Federation Armed Forces.

4. Ministry of Education and Science of the Russian Federation jointly with the State Corporation on atomic energy “Rosatom” must elaborate on the question of holding the annual all-Russian competition of students and postgraduate students of engineering specialities and training directions of higher education, and submit proposals.
