From April, 11 to 14 a working session “Designing model of Rosatom Centres of competences” has been held in Moscow industrial college at MEPhI. Industrial centers of professional competences are structures, created on the basis of partnership between enterprises of the industry and educational institutions with the purpose of more effective training of personnel, ready to solve high-tech tasks of the Rosatom state corporation. The centre is created as a part of the project “Personnel training using WorldSkills methodology” on the basis of divisions of the State Corporation and organisations of professional education. Main tasks of the centers include realization of innovative conditions of the development of system of vocational secondary education at the level of standards WorldSkills and AtomSkills and professional standards of the industry, including development of the dual system of personnel training (enterprise-university). It is planned to conduct estimation of qualifications of graduates of vocational secondary education in accordance with international standards, form expert community for WorldSkills competitions and estimation of educational programs among workers of the industry, teachers, and specialists of industrial education.
As a part of the event participants discussed the concept of development of industrial Centres, clarified technical tasks for educational-methodological and technological filling of created structures. Moreover, they defined roles of State Corporation divisions and enterprises in the development of centres and recorded organizational steps for their opening and work in 2017-2018.
The format of the session had unusual program: experts made comparative reports, after which participants discussed topical issues in groups. On the second and third day various group games, seminars, benchmarking and workshops were held. The event ended with a presentation of the calendar of events and concrete actions that need to be implemented by the end of the year, as well as the appointment of the main experts on competencies and the consolidation of working groups.
The session was attended by managers responsible for training, assessment and development of workers in the nuclear industry, representatives of the divisional teams who presented the draft Competence Centers in 2016, the main experts at the AtomSkills Championship, representatives of MEPhI, responsible for the development of the ACS system, the implementation of demonstration Examinations and teaching and methodical work.
Among the invited experts were the director of the Educational and Technological Center of the Chamber of Crafts Schmidt Peter and the official representative of Germany World Skills in Russia, the Head of the international educational programs of the educational and technological Center of the Chamber of Crafts Kerstin Zayze. German colleagues assessed the event in general and the role of MEPhI in particular.

- At the moment we do not interact with MEPhI, but a year has been cooperating with the Rosatom State Corporation, and what was presented today is the result of joint work. Although the transfer of the German model to Russia or Rosatom is difficult, there are elements that can be taken and implemented in the education system of Rosatom, and this requires support at the scientific level.

- If we understood correctly, MEPhI is a fundamental institution for the development of competencies in Rosatom, a scientific partner of the State Corporation in this area. Rosatom is a very large, large corporation that is in constant development, and MEPhI can accompany it as a scientific partner, so that any new processes are at a very high level.
