A new position of campus manager is supposed to be introduced as a part of the realization of “5 programs” project of the Ministry of Education and Science of the RF on organization of work on federal property management.

On July, 22 Deputy Minister of Education and Science of the RF Ekaterina Tolstikova has conducted a seminar-meeting on approaches to the management of property infrastructure of universities subordinate to federal bodies of executive power. She pointed out that, notwithstanding large joint work on unification of approaches to the management of the university network, the issue of forming professional environment of campus managers is still relevant.

“We want a new quality option – a campus manager – a person, who understands, what university is, what it is for, knows the fact, that the main people in the university are students and professors. This is an inside knowledge of the working process, which we can’t conduct by authoritative action,” Ekaterina Tolstikova said. She suggested forming a professional system of management, which will set the criteria of work efficiency, the requirements for the professional standard and give the estimation to the specialist’s results of work.

Moreover, it is planned to introduce new approaches to the equipment management through the multiple-access centres, which will allow the university get an income and effectively distribute resources in the purchasing system and apply mechanisms of state-private partnership in modernization of campuses.

“We should proceed from property management to campus management, that is why one of our priority tasks is creation of the National Assembly of campus managers. In the end it will allow launch open rankings of university management, which will allow students learn what a campus really looks like, by real criteria and not by what university tells them,” E. Tolstikova added.

The work on modernization of management of federal property of the Ministry of Education and Science of the RF has been supported by the Head of the Government of the RF Andrey Soroko, who made a speech at the seminar.

“Up to the present moment there has been the question of regulatory actions for the property complex of universities. Current discussions of forming of managers’ professional community should set the basis for quality work and raise it to the new level,” Andrey Soroko said.

The approach has been supported by the Deputy Head of Rosimuschestvo Igor Babushkin, who considered the task of forming professional system of property management and setting professional requirements for the personnel up-to-date.
