Academic fees and financial support

Foreign citizens and stateless persons have a right to receive higher education in MEPhI:

  1. At the expense of the federal budget in accordance with:
    • international treaties and federal laws of the Russian Federation;
    • the standard Russian Federation Government quota for education of foreign citizens and stateless persons;
  2. At the expense of individuals and legal entities in accordance with the contracts for provision of paid educational services.
  3. Foreign nationals may only be admitted to the first year (bachelor curricula, specialty curricula, master curricula).

1. Admission to training at the expense of the federal budget

a) Admission of foreign citizens and stateless persons to MEPhI for training in accordance with the international treaties and federal laws of the Russian Federation shall be:

  • for citizens of the Republic of Belarus, Kazakhstan, Kyrgyz Republic and the Republic of Tajikistan in accordance with the Agreement on granting equal rights to citizens of Member States of the Treaty on the integration enhancement in economic and humanitarian fields dated March 29, 1996 for admission to educational institutions, approved by the Russian Federation Government Resolution dated June 22, 1999 № 662;
  • for citizens of the Republic of Armenia, the Republic of Uzbekistan, Ukraine, Moldova, Tajikistan, Turkmenistan permanently residing in the Russian Federation (with residence permit) in accordance with the Agreement on cooperation in the field of education dated May 15, 1992, the Agreement between the Government of the Russian Federation and the Government of the Republic of Georgia on cooperation in the field of culture, science and education dated February 2, 1994 and other international treaties of the Russian Federation - to public higher education institutions;
  • on the basis of a certificate of participation of the State program on assisting voluntary migration to the Russian Federation of compatriots living abroad, who were members of the State program on assisting the voluntary migration to the Russian Federation of compatriots living abroad, approved by the President of the Russian Federation Decree dated June 22, 2006 ;
  • In accordance with the Federal Law dated May 24, 1999 № 99-FZ "On the State Policy of the Russian Federation regarding compatriots living abroad."

Compatriots living abroad are:

1) Russian citizens permanently residing outside the Russian Federation;

2) individuals and their descendants residing outside the territory of the Russian Federation and related to the peoples being historical residents of the Russian Federation;

3) individuals who have made a free choice in favor of spiritual, cultural and legal ties with the Russian Federation and whose relatives in the direct ascending line previously resided in the territory of the Russian Federation, including:

  • individuals who were citizens of the USSR residing in the countries that were part of the Soviet Union and who acquired the citizenship of these states or became stateless persons;
  • natives (immigrants) of the Russian State, the Russian Republic, the RSFSR, the USSR and the Russian Federation, which had the appropriate citizenship and became citizens of a foreign state or with a residence permit or became stateless persons.

Procedure and terms of training admission within the budget in accordance with international treaties and federal laws of the Russian Federation are regulated by the Rules of admission to MEPhI for the current academic year.

b) Admission to training at the expense of budget allocations in accordance with the standard Russian Federation Government quota.

In accordance with the procedure for the selection of foreign citizens and stateless persons for training within the standard Russian Federation Government quota for education of foreign citizens and stateless persons in the Russian Federation, approved by the Order № 844 of the Russian Ministry of Education and Science dated July 28, 2014 and the procedure for admission to training in curricula of higher education – bachelor curricula, specialty curricula, master curricula in the 2017/2018 academic year, approved by the Order № 839 of the Russian Ministry of Education and Science dated July 28, 2014, the selection of foreign citizens for training in the Russian Federation at the expense of federal budget allocations is performed in two stages by ROSSOTRUDNICHESTVO with the participation of the government representatives of education authorities of the host country, Russian Embassies and missions abroad, public organizations, including compatriots boards. 2. Admission to training on commercial basis

Options for International Students Admission.

To apply to an educational program at MEPhI in English language we recommend that non-native speakers of English achieve a minimum TOEFL score of 525 (paper-based) or 200 (computer-based) or a minimum IELTS score of 6.5 prior to admission.

For non-Russian speakers applicants willing to apply to an educational program at MEPhI in Russian language there is an option to be enrolled in a Preparatory course (Program: course of Russian language and basic subjects - Mathematics, Physics, Chemistry; duration - 1 year)

3. Education at the preparatory department of the Faculty of Foreign Students

Foreign citizens who do not speak Russian, are admitted to the preparatory department of the Faculty of foreign students of MEPhI in Moscow or INPE (Obninsk). Term of training at the preparatory department amounts to one year and is not included in the term of training in the principal professional curricula. In addition to the Russian language at the preparatory department foreign students study other subjects depending on the specialty, they are going to obtain. At the end of the academic year final examinations are held. Students who pass the examinations receive a certificate of training completion at the preparatory department of the Faculty of foreign students and are able to continue their training in their chosen specialty.
